The effect on the three support agencies who help resettle federally approved refugees in Northeast Ohio has been “seismic,” says Darren Hamm, who heads the the U.S. Committee for Refugees and Immigrants’ Cleveland field office.

Some groups said their funding was still blocked, even after the freeze had been rescinded. Others saw their money reinstated but worried about future cuts.

A federal judge on Thursday said he stood ready to enforce an order he issued blocking U.S. President Donald Trump's administration from freezing federal grants, loans and other financial assistance after Democratic-led states said billions of dollars in funding was still being tied up.

Courts have blocked the order, but some nonprofits have still had to furlough workers and put projects on hold.

A new coalition of nonprofits came together overnight to challenge a seemingly sweeping order from the Trump administration last week pausing trillions of dollars in federal funding
